The inseam is measured from the crotch to the end of fabric. This is actually 9" for the men's Eastbay Moisture Management 9" Mesh Short. When I give outseam lengths, I will give overall length including the width of waistband in case someone just wants to know the fabric length on the thigh. Usually outer seam lengths are not given unless requested.

The men's Eastbay Moisture Management 9" Mesh Short does not have a 'conventional' liner some are used to, like the thin, white nylon liner in swimming trunks. But, the short does have a double-layer of the mesh material, so I suppose one layer could be considered a liner.
