The men's Eastbay EVAPOR Sleeveless Compression Crew can still work for women. Downside is that the size guide offered by the vendor is intended to help men, not women. But by sizing down, you should be able to find a comparable fit to a women's garment. I don't know if you can make this style work for you. You may want to look at sku #8089394 as well. At least this is a women's garment and you wouldn't have to concern yourself with trying to find the correct size in a men's design.

No. The men's Eastbay Tight S/L Compression Top with EVAPOR can be easily washed in a machine. Most times dyes or bleaches aren't recommended for use with these garments; but other than that, you shouldn't have any difficulties keeping the men's Eastbay Tight S/L Compression Top with EVAPOR looking clean.
