The EVAPOR™ permanent moisture-management fabric will wick sweat away from your skin to keep you cool and dry even when you crank up your heart rate and start pouring sweat. The chafe-free construction features include a tagless interior and flatlocked seams to reduce friction so you won't be distracted by shifting seams or scratchy tags. The polyester material of the men's Eastbay EVAPOR Tights is pretty durable and shouldn't tear or rip under ordinary circumstances...even playing in football games. I would think you will be wearing your uniform over these, so that gives another layer of protection as well.

Here are the specific care instructions that were on the tag of the men's Eastbay EVAPOR Tights. They do indicate not to use bleach, so hopefully repetitive washing will eliminate the spots.
Machine Wash, Cold__Initial water temperature should not exceed 30C or 65 to 85F.
Do Not Bleach__No bleach product may be used. The garment is not colorfast or structurally able to withstand any bleach.
Tumble Dry, Normal, Low Heat__A machine dryer may be regularly used at a maximum of Low Heat setting.
Iron, Low__Regular ironing, steam or dry, may be performed at Low setting (110C, 230F) only.
Do Not Dryclean__Garment may not be commercially drycleaned.
Machine Wash, Cold__Initial water temperature should not exceed 30C or 65 to 85F.
Do Not Bleach__No bleach product may be used. The garment is not colorfast or structurally able to withstand any bleach.

The men's Eastbay EVAPOR Tights are designed to be a tight fit next to the skin, almost like a compressed fit. According to the waist dimension you've given, I would think a size Large would be your best choice in this pant.

I normally don't like to be so specific with dates in case the delivery is late, but seems as though you need it. The next estimated warehouse receipt for more sizes in the men's Eastbay EVAPOR Tights in the White colorway is actually September 28th, 2012, assuming everything is delivered as planned.

The Dark Maroon colorway of the men's Eastbay EVAPOR Tights will have a deeper burgundy shade to it than the Cardinal colorway. The Cardinal colorway will seem more reddish. Most of the bigger manufacturers of clothing will try to keep the shades of colors alike, so one garment from a vendor will look nice with another garment from a different vendor. However, this isn't always the case and sometimes you just don't know how they match until the items are side by side.
