For the men's Eastbay 11" Basic Mesh Short with Pockets in an XL size, the outseam is 24" long.
For the men's Eastbay 11" Basic Mesh Short with Pockets in an Large size, the outseam is 23" long.
Both sizes have an 11" inseam length. Because of your waist size, I would probably recommend a XL size. The size guide offered online is a good tool for calculating correct fit.

The men's Eastbay 11" Basic Mesh Short with Pockets in a size Medium & a size Small has an outseam length of 22" long with a 10.5" inseam length. The difference for this style in each of the sizes is in the waist size.

Basically, the only difference between the men's Eastbay MM 11" Pocket Mesh Short & the men's Eastbay Moisture Management 11" Mesh Short are the two side seam pockets that the men's Eastbay MM 11" Pocket Mesh Short have. Otherwise, the construction and materials are the same between both shorts.
