I think the Eastbay All Sport II Sock would be too tight to actually fit a shin guard inside of them. What you might consider is using two pairs though. Get a second pair that is too large for you so you can stuff some pads over the top of the socks that actually fit right. Might work?

Where the Eastbay All Sport II Sock ends on an individual's leg will depend on their height. But for most, with the correct fit the sock should end about an inch below the knee.

The men's Eastbay All Sport II Sock is designed to be worn over the calf muscle, ending just below the kneecap. Depends on the type of uniform in the end, but these socks are an 'All Sport' sock and should work for football as well.

It does say to wash the Eastbay All Sport II Sock in Cold water. It doesn't give drying instructions, but I would think using a tumble dry low setting wouldn't affect the socks. If the rest of the uniform is washed with cold water, you should be able to throw the socks in as well. Maybe use caution the first time and just wash the socks alone so there's no need to worry about the color bleeding onto other whites. That shouldn't happen, but best to be on the safe side.
