Yes, the sockliner insert (insole) on the men's Nike LunarSpeed Lite+ shoe is easily removable.

What kind of racing is this shoe best for

my son is 11 and does little athletics. I need something for 400m - 1500m races on a rubber/synthetic track, would this be suitable?

The men's Nike LunarSpeed Lite+ shoe could be used as a track trainer, or even for events if allowed. Each division might have different equipment regulations, so it is best to ask the coach about non-traditional spikes. Otherwise, most 400m-1500m runners would prefer a Sprint or MId Distance spike.
