Two things working against you here. If your son is eight, then you would actually want to look at the Big Kids shoes. Little Kids sizing is usually for pre-school ages (3-5yrs). Also, the Nike Free Run 3 design is meant for running. The style was created as such in the Adult sizes and the design filtered down through the age groups. Realistically, a 4 yr old won't be that serious about running to care about the shoe construction.
But, for safety reasons, a basketball shoe with a 'mid' upper or even a hightop would be a much better choice for your son if he is to use the shoes in actual games. The higher cut upper will help prevent ankle injuries by stabilizing the feet more securely. Simply search the term 'Big Kids Basketball Shoes' to see a selection that might be better for him.

Unfortunately not. The velcro strap on the little kids Nike Free Run 3 shoe is what keeps the uppers tightened together. The laces have no ends on them but wind thru the tongue to offer more constriction of the upper when pulled tighter. But they can't be tied the way they are.
